How do I dial mobiles vs landlines in Romania

Romania’s country calling code is +40. Inside Romania, phone numbers are commonly written with the trunk prefix 0 (for example, 021… for Bucharest landlines or 07… for mobiles). When you call from outside Romania, you drop that leading 0 and dial +40 instead. So a Bucharest landline written as 021 XXX XXXX becomes +40 21 XXX XXXX, and a mobile written as 07XX XXX XXX becomes +40 7XX XXX XXX. If you’re calling out of Romania to another country, the international access prefix is 00 (or just use + on a mobile).

The practical difference between landlines vs mobiles is the number’s prefix. Landlines use geographic prefixes (historically many start with 02 and newer/alternative landline operators often use 03), while mobile numbers start with 07. Modern Romanian dialing expects you to dial subscriber numbers in full (especially for mobiles and for newer landline ranges), so the safest approach for your website and for users’ address books is: store everything in international E.164 format (+40 plus the rest of the number without the leading 0). Also note Romania has number portability (available since 21 October 2008), so you generally can’t reliably infer the current operator from a mobile prefix—prefixes are helpful for recognizing “this is a Romanian mobile,” but not for carrier identification.
