How do I dial mobiles vs landlines in Brazil
Brazil’s country code is +55. From abroad, dial your exit code → 55 → the two-digit area code (DDD) → the local number. Landlines have 8-digit subscribers; mobiles have 9-digit subscribers and always start with 9 nationwide. Example: landline +55 21 3333-3333 (Rio), mobile +55 11 9XXXX-XXXX (São Paulo). 
From inside Brazil you must choose a long-distance carrier using a CSP (Carrier Selection Code): dial 0 + CSP + DDD + number for inter-state calls, and 00 + CSP + country code + area code + number for international calls. Common CSPs include 15 (Vivo/Telefônica), 21 (Claro/Embratel), 41 (TIM); some regions still show 31 (Oi). 
Mobiles vs landlines: Both use the same area codes. The mobile indicator is the leading 9 in the subscriber part (after the area code).
